La propuesta busca otorgar un car\u00e1cter permanente a la fiscalizaci\u00f3n de la infraestructura y el transporte p\u00fablico en el pa\u00eds, \u00e1reas que concentran algunas de las mayores inversiones del Estado costarricense.<\/p>\n<div style=\"width: 100%; font-family: 'Segoe UI', Tahoma, Geneva, Verdana, sans-serif; margin: 30px 0; border-radius: 12px; overflow: hidden; box-shadow: 0 10px 25px rgba(0,0,0,0.15); border: 1px solid #eee; padding: 20px; background-color: #ffffff; color: #333333; line-height: 1.6;\">\n<h4 style=\"margin: 0 0 15px 0; color: #1e3a8a; font-size: 1.2em; text-transform: uppercase; letter-spacing: 0.5px;\">CLAVES DE LA REFORMA REGLAMENTARIA<\/h4>\n<p style=\"margin: 0 0 12px 0;\"><strong>\ud83c\udfd7\ufe0f Nuevo \u00f3rgano legislativo:<\/strong> Se crear\u00eda de forma definitiva la Comisi\u00f3n Permanente Especial de Infraestructura y Transporte P\u00fablico, la cual estar\u00e1 integrada por un total de siete diputados.<\/p>\n<p style=\"margin: 0 0 12px 0;\"><strong>\ud83d\udd04 Redistribuci\u00f3n de funciones:<\/strong> La materia de transportes se trasladar\u00e1 fuera de la Comisi\u00f3n de Gobierno y Administraci\u00f3n para que esta \u00faltima se concentre exclusivamente en Gobernaci\u00f3n, Seguridad P\u00fablica, Relaciones Exteriores y Culto, y Comunicaciones.<\/p>\n<p style=\"margin: 0;\"><strong>\ud83d\udd0d Competencias amplias:<\/strong> El nuevo foro conocer\u00e1 y dictaminar\u00e1 proyectos sobre obra vial, ferroviaria, portuaria, aeroportuaria, concesiones de obra p\u00fablica, vivienda, ordenamiento territorial y planificaci\u00f3n urbana.<\/p>\n<\/div>\n<h2>Institucionalizar el conocimiento t\u00e9cnico y evitar sobrecostos<\/h2>\n<p>El argumento central del proyecto se\u00f1ala que los proyectos de infraestructura comprometen sumas cuantiosas, se ejecutan a lo largo de varios ejercicios presupuestarios y trascienden administraciones de gobierno. Por ello, se exige un escrutinio riguroso y continuo para prevenir sobrecostos, retrasos y pr\u00e1cticas contrarias a la probidad. Anteriormente, esta materia se atendi\u00f3 de forma temporal mediante comisiones especiales creadas por moci\u00f3n en 2018 y 2022. Con este cambio, la Asamblea acumular\u00e1 conocimiento t\u00e9cnico estable y mantendr\u00e1 una interlocuci\u00f3n constante con las instituciones del sector.<\/p>\n<p>Adem\u00e1s de dictaminar proyectos de ley, este \u00f3rgano especializado tendr\u00e1 la potestad constitucional de estudiar problemas de planificaci\u00f3n y mantenimiento de la obra p\u00fablica, requerir informaci\u00f3n detallada a las entidades responsables y convocar a comparecencias pol\u00edticas bajo los principios de rendici\u00f3n de cuentas y transparencia. Un transitorio \u00fanico establece que la Presidencia de la Asamblea realizar\u00e1 la primera integraci\u00f3n de este foro dentro del mes posterior a la entrada en vigencia de la
